If you look at the area in question, there is really nothing to protect.
The fuel filler neck & gas tank body protect the marker light, more or less.
The fuel pump/filter. cover takes care of the rest.
FWIW
My son's 81' and my Weissach, 82' are configured without the splash shield as well.

There was no liner in that wheel well until 91, as I recall. It is true that the earlier cars do have more road noise from that area, but the liner isn't needed for protection. Some have mentioned trying to retrofit the newer liner, but the part is rather expensive, of course. In any event, you aren't missing the liner.

I believe its being left out had to do with the concern of trapping fuel vapors in the area. I guess they changed their mind about it when they realized that moist road dirt eventually covered everything in there and promoted corrosion.

i think it is needed. my 86 began to corrode around the fuel filler and ive seen other cars with the same problem. having gone to the expense and trouble of correcting the corrosion i will put some form of liner in there - probably something off a non porsche in a breakers yard.
