We were all wrong. I started documenting the behavior. Turns out the test with the ignition on yields a different result if the ignition switch is turned off.
So, inserted the key and did a bunch of on offs and all the symptoms disappeared. Magic!
I guess there's a new ignition switch in my future. :-)
