My hood closes but won't latch all the way. I have tries lube and the cable and inside handle seem OK.

Make sure the two bumpers on each corner aren't adjusted too far out, they will keep the hood from latching.

Make sure the release cable isn't too tight. Also, check the condition of the spring on the latch mechanism (visible from underside). If neither of those are your culprit, then it comes down to striker alignment. Either a misaligned hood or and/or a poorly adjusted striker is at fault.
