It's not just kids.
I've encountered plenty of dumb people, well into their 30s. Honestly, I don't see too many kids reading books, shaveing, or what not while driveing. I see many 30-50 year old people doing it on the highway. IMHO, thats just plain dumb.
The best one I've seen was a red Pontiac sunfire, passing an 18 wheel truck that was already doing 75 mph, up a blind hill on a 2 lane road. Right as he crested the hill, another 18 wheel truck appered going in the other diriction. Both 18 wheel trucks tryed to wip it to the side, with the associated leaning that the trucks get. And the sunfire sat dumb and happy on top of the center stripes. The dumb person almost got hit from ahead by a truck, AND from behind by another! What that would do to your day?
Each age group has their stupid people. Best we can do is to educate some, and cull the others out.
A little bit of drivers testing would go a long way to culling a few of the idoits off the road.

People do some stupid sh*t out there... and yes, seeing someone with a newspaper on their steering wheel is very frightening! Well... we'll always have natural selection, at least!
