Roger, here is my suggestion for the ultimate test: Go to the place again and leave the vacuum hose to the air pump valve connected. I bet you could confirm last years bad results. Just some thoughts...

Where did you buy the car again (state), do you still have emission results from the PO???
I missed this 10 years ago. Schocki, so removing vacuum to the diverter has positive benefits on NO, right? Is there any adverse effects on CO or HC removal?

Hola Bill,

the air pump introduces fresh air after the oxygen sensor and after the cat's into the exhaust. The diverter valve is opening at idle or under part load. The more vacuum the more open the valve. This was done to completely burn any unburned fuel after the exhaust. The basic principle like on older cars with no cats where they introduced the air into the exhaust manifold.
Emissions testing is also about the functionality of your system. What you do is to introduce unmeasured fresh air in an otherwise closed loop circuit. This is why you fail emissions. Hope this makes sense.
