Default Rear wheel suspension torque question

Hello. My apologies for this question, but English is not my mothers language. The locknut below, number 15, should that be tightened to 46 NM / 33 tflb? It seems a bit low to me. I am not sure if I looked up the correct description of this locknut. I took the torque spec that says: 'Upper suspension link to transverse member, upper suspension link to wheel carrier'. Not sure if that fits this locknut. Thank you!!

Yes. I think you are reading it correct. If you are concerned try adding some blue Loctite.
