Rear Brake Shield Question
All right, this question is getting a little into the weeds on things, but I want to know how important one of the nuts is in the rear brake area.
Background: Refurb'ing my rear brakes and decided to remove the rear shields to clean them and paint or powder coat them to avoid further deterioration. In the course of removing the bolts, a few broke off due to general corrosion, but one on each side broke off because I didn't realize there was a nut on the other side.
In both cases, the bolt broke off that was holding a bracket/connector toward the rear of the car. Where I am confused is that the hole is still threaded, like the one just above it, but has a nut attached on the back of the assembly, seemingly put on after the bolt is threaded through and secure. PET only shows bolts and spring washers.
Any idea what's up? Do I go with PET or is there something I need to know about with that single position on the assembly?

@Majestic Moose : I think that's right. To be honest, I didn't even notice that other bracket was attached there due to so many shadows and the way the rust tends to make everything fade into each other.
Here's the bracket that I was talking about, which, now that you've shown me the light, does not need any kind of a nut on the back:
I thought this bracket needed extra fastening, for some reason
Here's the other side, and the bracket which will need a longer bolt and a nut:
You can see all the Kroil remnants from my work to remove broken bolts. Ugh
