Default Electrical gremlins?

I shorted an interior lamp wire and predictably blew fuse 24. before replacing the fuse, I turned ignition key to on and my dash turn signal lamp flashes quickly, yet no outside lamps flash. then if I push the hazard switch, the interior light flashes at normal speed, and outside lamps flash properly. Same result in using the stalk for turn signals. replacing fuse 24 solves the problem.

Electrical diagnostics is not my strong suit and my 1989 WSM wiring diagram is poorly printed, therefore i cannot ascertain any relationship between the turn signal dash light and CE circuit 24?
could i have a bad flasher unit?

Why do you care? How things behave under fault conditions is not really relevant right?. Fuse 24 also feeds the dash.
