83 928 green interior
It's possible it came that way, it's possible a previous owner (PO) decided to install green carpeting.
Unfortunately, the guys who have factory build data don't have anything for color (interior or exterior).
You could put the original VIN (the one that goes WP0ZZZ...) in the Official VIN Check sticky thread and get the options, but the only way to get colors is from the factory/dealer. And then you have to hope they have the correct info.

1983 ROW interior fabrics brochure shows no greens at all, but one could get pretty much anything they wanted if they paid enough. It would be nice to run your VIN in the VIN check thread , maybe you have a leather-to-sample car. .....so tell us more about a "canceled VIN" in California.
The online Internet images you posted above are from the car dealer Arizona Muscle; they had a one or two owner green manual 928, fairly low milage IIRC. So you bought that car and you are wondering if its something super rare or what?

If I am reading it correctly, during the original import, before it got federalized (it mentions posting the import bond), Customs thought the VIN looked 'altered'. As in 'stolen'. So they seized it and sent it to the FBI. Who apparently determined that the VIN was altered, by the factory. Since the VIN was questionable, they issued a 'special California VIN'. Or maybe it was just issued the Cali VIN as part of the federalization process.
That often happened during the federalization process. Sometimes the "new" VIN ends up on the title. Since it's usually just a sticker on the door jamb, and doesn't match with the actual VIN on the car, that can cause all sorts of trouble. Especially if the sticker gets damaged or painted over.
Many times that 'special VIN' gets ignored and the title reflects the 'frame VIN'. That was the case with mine. The VIN on my title is 'WP0ZZZ...", not the one issued by New Jersey when it was imported.
That letter only means that Porsche changed the VIN at some point before the car was sold by the dealer. No clue why. No clue how often this sort of thing has happened. Some of the 'detective types' might know.
However, it sounds like the "altered VIN" was the factory VIN. So I put it in the "Official VIN Check" sticky thread.
We shall see what comes up.
