78 Starting issue - complicated

Update: I installed a separate relay near the starter. I have to attempt to crank 3-4 times before it goes from just CLICK to to crank/start. If I attach a battery tender after driving and it sits for just one day it starts on first try. If I don't have tender on and it CLICKS instead of starting right away, if I run a window down and up it then fires up. Does this point to any specific area to investigate? I've already jumpered over the battery ground strap to eliminate it as the problem, replaced ign switch, replace melted fuel pump wiring in back of CE panel cleaned and deoxed, replaced engine ground strap, etc.
