If it's a V8, then we're talking about about regular fuel and not diesel. This means, that the heater unit from webasto is a real pre-heater. I looked at my PET and the picture shows a webasto thermo top unit. Turn the unit on via your remote or controller in the car and check if the heater tries to start. If the unit is somewhat OK, you'll here a blower running for a couple of seconds, after this a very quiet high pitch noise from the glow plug in the combustion chamber and the blower. Slowly first and than faster. When the blower and the noise start, this is when the system initiates the pump. Check if you have current on the plug to the pump at this point. If there is voltage but the pump does not cycle, it is stuck.
Webasto recommends to run the heater every month for about 10 minutes, just to make sure the system stays operational. I start our webasto heater every two weeks no matter what.
