Magic eraser perhaps. What ever you use obviously test on an area first.

You might try clay bar or mitt. If it has been drying along time (if it IS over spray) will be difficult.

Is it a plastic or leather dash? I'd try a mild leather conditioner spray or a general interior cleaner. You can get Chemical Guys products at Walmart (I'm a huge fan of their Total Car Interior Cleaner and Protectant). If the dash seems dried out, I'd try a leather conditioner (Lexol) and then follow up with an interior cleaner to remove any glossiness the conditioner leaves.

It’s overspray that misted beyond the plastic sheeting. As mentioned, a properly used clay bar should remove it, but it may be a pain on a surface that isn’t smooth.

I'm gonna +1 on the Magic Eraser, rather than clay bar for that surface. Then apply Chuck's product.

Try 303 aerospace cleaner and then protectant, They work well on my dash and don't give that armor all shine.

You should be able to find them at most parts stores too.

Be very careful with the Magic Eraser. It’s a great tool but it can cause damage too. It’s somewhat similar to a very very fine sandpaper (3000 grit).

The Adam's product looks very similar to Griot's Garage leather conditioner ( not saying it is ) and I have had great results with it.
