I don't think they can do it from a pic, although I could well be wrong on that.
I did the "give the dealer the VIN and a lot of money" route, and was successful. Others have not been.
One thing to remember about worn keys:
The lock wears too.
It's entirely possible to have a new key not work properly in a lock because the tumbler blades are worn.

I found a key shop in San Francisco on Geary Blvd. They had one guy in the shop that had the knowledge and a laser cutter to do it. $35 each and they worked. It was about 10 years ago so not sure if he is still there

I ordered keys from Keysforclassics on Nov 21 at 10am my time and they arrived on Dec 5th. They decoded the keys from the picts I sent them and they cut them (2 Silca keys) and shipped them to the US in almost 2 weeks even. That seems like a great deal and fast turn around for only $117.00.
