Default Hvac vacuum solenoid leak clarification

I am checking my solenoids according to Dwayne’s write up and need clarification to understand. If they leak when powered when I have one outlet capped and the other on Mityvak that means they are leaking to atmosphere vent and they are considered bad? I’m going to try some method of cleaning (gentle air, electronics cleaner spray). So they are not supposed to lose pressure at all even when powered?

I have the rubber manifold removed and am applying Mityvak where it was connected unlike this pic

These items are block valves that are operated by an electrically operated solenoid. When the valve is closed it should be able to hold a vacuum when applied on either side of the valve by a Mityvac. Alternatively you can plug one port [as per the Dwayne photo], apply vacuum to the other side and then open the valve electrically to test if it still holds vacuum but note the vacuum will initially drop slightly when the valve opens and the system equalises. If the level of vacuum continues to drop then there is a problem with the valve and I doubt you can do anything that will fix it.
