Default Fuel Expansion Tank Question

Hi

I am in the process of stripping down and tidying up the back end, but have noticed i dont appear to have an expansion tank to the gas tank, up inside the wheel well.

MY1985 RoW Manual

Firstly what does this actually do and secondly what are the effects of not having one?

Fuel vapor recovery system used for USA & Can in 85 so you probably have the fuel tank without the extra spigot that leads to the vapor tank in the left rear fender. I am sure the rest of the system was not fitted either.
So a lot of ROW cars were never fitted with the fuel vapor recovery system 78 to 95.
