Does anyone have a step by step formula or procedure to follow when the engine turns over when you turn the ignition on but the car will not start? A car that started fine before it sat for a lengthy period of time. Thanks in advance for any help provided.

Step 1: Gas.
I'm not being sarcastic. Don't take for granted that you actually have enough good gas in it for it to start. Too many times of "Are you sure it has gas?"...."oh yeah, I put a couple of gallons in there just a while back." And wrong.
Step 2: Describe more details about your car (year, engine, tranny, etc.), how long it sat, why it sat to begin with (there is always a reason), and what was the last thing you did to it. Please be more specific about "when you turn the ignition the car won't start." Does the starter crank? Do any dash lights come on? Does it sputter at all?

Basic diagnostics?
Does it have spark?
Does it have fuel?
Does it have compression?
Basic engine theory says that if it has those three, it should fire.
Sooooo...
Spark - Easiest way is to use a timing light. Next is an extra spark plug.
Fuel - Is there actual fuel going to the motor? Is the pump turning? Are the injectors getting pulse (check this with a noid light)?
Compression requires pulling spark plugs. Depending on the year, this can be simple or not. But it's not likely to be an issue if it ran before.
A lot of 'guesses' depend on the year. You list a bunch of 928s in your sigline. Which one is it?
You will get better answers with more info.
However, one of the simplest things, and one that's waaaaaay up on the list is to replace the two or three main relays. Fuel pump, Fuel injection and ignition (for cars that have EZF or EZK ignition).
