In Germany, if you don't know who was driving, after that infraction they require you to keep a log book in the car and they ticket who ever was logged in at that time. The lower-speeding infractions don't carry points, so you can pay and pay.

I really hope that ticketing method does not become popular in the US...
Or at least I hope that anti-photo/anti-radar technology continues to stay ahead of the game...
