The tube itself is not, but the bearings inside can be. The looser clearance and the higher-temp grease are evidence that Porsche expected some heat in the tube. Airflow on top is restricted especially where the foam block sits on it to protect the console area. From casual observation, the console gets Darn Hot when that foam isn't fitting well, and I drive with a window open. Of course, "Darn Hot" starts at around 120ºF, to "spit hot" around 200º. The air coming in may only be 20-30º above ambient, but on a 90º day that's Darn Hot! Especially if the AC is working to carry that added heat away. There's really no way to circulate ambient-temp air to cool the torque tube. Adding insulation might help slow the migration of exhaust heat at low speeds. It takes a serious radiant heat barrier to reflect back the heat rather than just slowing it down.
