I paid $1500 for a moving Euro S. Lots and lots of issues but started and ran and I drove it away. I towed away most of a non-running '79 US for free. This car is somewhere between those price points.

$500 would be the absolute top for me on this one, based on description above. Too many people think that because it’s a Porsche, even the rotted moldy non running rust buckets are worth big dollars. Maybe a 356 or certain 911s, but definitely not an otherwise unremarkable shark.
Although to qualify - check the vin. If it is a special car, then we have a different conversation. Number one but for the grace of God and Jim and Chris, could have gone to the crusher.

I paid
650.00 for #30, non running, rusted floor pan, busted windshield, fuel system out, etc
1200.00 for the white 82, barely running, shot paint and interior
250.00 for the 79 Euro, non runnning, poor paint, no interior
All 3 now running, albeit, only #30 runs perfectly.
That’s about a 500$ car in a bottom feeder world....of course, I would try to save it....

To pile on a bit more, this guy is delusional. If he won't accept anything below $2500, then he's going to be sitting on that wreck for a long, long time.
You can get a lot more 928 for that money.
There are cars that a shell with a VIN plate and a title are worth real money. 356, 930 and some of the American muscle (with the right options). The 928 is not one of them, and not likely to be anytime soon, if ever.

What is there of value with this car?
Interior was exposed to the outside for a while. So all the "soft" parts are junk. Seats, interior panels and carpets.
Interior mechanicals were also exposed. Seat motors,window motors, instrument cluster & foil, HVAC head, actuators and vac diaphragms are all junk too.
Motor is a big question mark. The aluminum is not a good thing to overheat. The heads warp pretty easy. With no coolant and "fresh" oil, I would be very suspicious that it blew a head gasket when it was overheated and evidence in the coolant and oil has been removed.
So the value of the engine without further investigation is pretty minimal. Intake & cams and that's about it.
Trans is also a question mark. Without being able to test it, it's a core or salvage. NEVER take a seller's word for the condition.
There are likely a few 'odds & ends' that are worth something. Wiper motors, HVAC blower, mirrors & lights, that sort of stuff.
Personally, I'd find out what the local salvage yard is paying for junk cars and offer double. Up to about $300.
If he gets offended, ask him exactly why it should be worth 8 times that. EXACTLY why. If he shows you a bunch of C/L ads for cars in that shape for that kind of money, they aren't selling.
Again, there's a lot of 928 "parts cars" out there for a lot less than he thinks it's worth. OTR18Wheeler got a Chevy SB conversion for a lot less than that, and it was mostly intact and usable.
The folks above have documented a number of much, much better cars for less than his "minimum."
