Min to get rolling again. I say MINIMUM.

1. Timing belt
2. Water pump
3. Cam gears.
4. Oil pump
5. Tensioner rebuild kit

Now on to more realistic.

Front end seals(crank, cams), all fuel hoses, PS hoses, top end refresh with lots of small bits though the intake incl hoses. Oil pan gasket, motor mounts.

Once you get to this point, it's a basic roller with a running engine. The rest of the chassis will have comparative neglect. Plan for lots of elec circuits that need love, int, and paint as well maybe if it was stored outside.

Rob E I am also concerned about the oil pump and removing it. If something metal ended up in there it it's going to very difficult to remove. Owner said it had about 75 K miles on it and confirmed it sat for 1.5 Years after not fixing the electrical issues.

remove the oil pump see if the outer rotor was put in backwards if so it will seize the pump,
the correct way is for both dots to face the block

The outer rotor is frozen in place I can't even budge it.

Was the pump filled with oil?
What was the last thing that was fixed?

drain the oil use a bore scope via the plug port to see if the oil pickup is clogged.

Heat up the aluminium housing with a propane torch and the pump gear might just fall out.

This is a strange and not common failure at all.

There was a minimum amount of oil in the pump housing good idea on the pick up tube. The owner is not helpful does not have a clue about what was done in the past. I really do not want to save the oil pump seems like a future Re-repair in the making.

buy a good used pump for the year engine your working on,
fill it with STP before installing it.
Use DC111 on the O rings.
Though I would also fit check the new pump before adding the STP to make sure its spinning free of the block surfaces

I would first find out exactly what happened to that pump before doing anything else. The pump could easily be collateral damage from something else.

it could also have been put together without any oil and seized,
but yes a great idea to find out why the outer rotor is frozen in place

Roger has a used pump and parts on the way my thought was to spin the pump with an air gun see if I can build any pressure. If anyone has a better idea let me know!

did you inspect the oil pickup?
with the new pump make sure to put STP into the gears before you put it into the block for final assembly ,

and fit check pump to verify its spins free with no oil
