Just do yourself the favor and upgrade the WG. Your going to have to do it in the future anyway.

Would shimming it be possible though if I don't want to spend the money now? Also, anyone know what else it could be?

Have you done the clamped off WG test yet? Once you've ruled that out we can go futher. My guess is that you have a large vacuum leak somewhere, or the WG is rusted open. Do the test and post the results.
