Smile rear stub axles

While cleaning the parts in the rear end of my car yesterday, I found that one of the short rear axle stub shafts had a water slinger? attached. It appeared to be retained by 4 small upset places on the axle shaft that were designed to retain the slinger. The other axle shaft did not have the slinger, but still had the 4 upset places on the shaft. The question is: Is this slinger an essential part, and should I run without it? Or must I purchase a new shaft? The PET drawing does not show it. Thanks.
