Theres no clicking in the solenoid if that helps and how hard are the starter bolts to remove?

Okay, 10.4 is about borderline. With the key off jump large battery terminal to the smaller "S" terminal on the starter and see if it cranks. If it still doesn't crank, its likey the starter. To verify, check that you are still within 1 volt of battery voltage at the large battery terminal and ground on the starter body while jumping the battery and "S" terminals together.
Now, if the car does crank, the problem shifts to why only 10.4 volts at the "S" terminal which is more complicated to troubleshoot. But will deal with that if the starter turns out to be good.
