Yep I was just going to post that I figured out the location. I even found a date on the control arm but is has a 00 in it but it must be an 8 or something. It reads 02 00 (or 08) 1983.

It is a heat shield. I have one similar to that with the cutout on my '83. I think it might go next to the engine mount...mine's still apart and that particular part is in a pile with several other heat shields..
