Default algae in tank

ok, maybe someone can give me some ideas here. in the diesel benz, ive had to replace the fuel filters waaay too often. there's this black stuff in the clear prefilter blocking it up. I think the tank has algae contamination. i need to siphon the diesel out, and kill the stuff w/ biocide or a mix of regular gas and diesel. anyone know the best way I should go about siphoning this stuff? where can I dispose of the diesel? Has anyone dealt with a situation like this before? thanks! sorry it's not too porsche realated, but it is regarding my porsche support vehicle.

Check with your local marine supply stores, boats run into this issue all the time.
