Maybe...
Remove the odometer, pry off the plastic front, remove the guts, loosen the gear frame and turn the dials to zero.
Check for cracked odometer gears and glue the loose gears back on the shafts if salvageable.
Lubricate the odometer cable to the front wheel and check for burned out lamp bulbs in the odometer.
I guess this is legal in the UK because the MOT test does not care what the mileage is.

You can turn them back with a drill or disassemble them to get to the number wheel and zero it. Don't run it too fast or the gears can strip. *Legal disclaimer* Federal law requires a sticker be placed on the driver's door stating speedometer has been replaced or reset.
