83 944 - Won't Idle

I have been woking on getting my 83 944 back in to running condtion.
I have an idle problem. The cars starts, but wants to idle at about 200 rpm. with a little throttle I can get it to run nice and smooth at 1000 rpm.
The PO had screwed around with this idle issue and pushed the screw so far the throttle butterfly was cracked open all the time and the TPS did not click. I adjusted it back so it just clicks when you pull the throttle cable like on all my other 944's.
I am thinking this problem is from the Idle control valve. Since this is an early car it does not have the ISV.
Am I on the right track? Anything else? Vacuum leak?

Disconnect the NOx sensor.
Check for vacuum leaks in all hoses and tubing especially the larger hose that comes off the bottom center of the intake plenum and goes to the brake booster.
Pull the large vacuum hose off of the brake booster and plug it.
Check to see that there is an o-ring on the adjuster in the throttle body.
Adjust the idle with the bypass in the throttle body.
If the set screw is open at the air flow sensor then it's possible that the PO also messed with this. It will cause idling problems.
