I'm not familiar with the '84s, and the wiring diagrams are hard to puzzle out, but here goes.

The emergency flasher switch gets power from the 30 bus (always on) so that the flashers work key on or off. The flashers work, suggesting that your bulbs, wires, flasher relay, etc. are okay. This power comes from fuse 6.

The turn signals get power from the 15 bus (hot when ignition is on) through fuse 9. This power comes into the emergency flasher switch (terminal 15) through the black/blue wire and out of the emergency flasher switch (terminal 49) through the black/yellow wire to the flasher relay. There should only be power to the black/yellow wire when the key is on AND the emergency flasher is off OR when the emergency flasher switch is on.

Since your signals light up with the key off (which they shouldn't) and not when the key is on, I suspect the problem is the emergency flasher switch. To test:

Terminal 30: +12V, always hot (red/white)
Terminal 31: ground (brown)
Terminal 58b: +12V, from instrument light dimmer (green/blue)
Terminal 15: +12V when key on, 0V when key off (black/blue)
Terminal 49: +12V when key on, switch off, or when switch is on, 0V when key off, switch off. Connected through switch to Terminal 15 when switch is off, connected through switch to Terminal 30 when switch is on (black/yellow)
Terminal 49a: Input from flasher relay, output to turn signal switch. Connected to terminals L and R when switch is on (black/white/green)
Terminal L: Connects to Terminal 49a through turn signal switch when switch is "left". Connects to Terminal 49a through emergency flasher switch when switch is on. (black/white)
Terminal R: Connects to Terminal 49a through turn signal switch when switch is "right". Connects to Terminal 49a through emergency flasher switch when switch is on. (black/green)

Let us know if this helps.

well, we ghetto-rigged in a flasher a different way. so they work now, i'm so tired of messing with that nonsense, i'll copy and paste that though so i have it for reference in case i ever need a project to for real fix my flashers.

thanks,

Flasher help - I have a 92 968, and the dash above the hazard flaser has a hairline crack. Big enough for the Red hazard flasher switch to go behind the dash. Any suggestions on how to get it back in place and keep it that way?

Thank you.
