What does fuse 17 do?

I've been trying to debug my non working a/c system and tracing the reason why my compressor would not engage. In the process, I was able to jump the compressor by adding 12v directly to the pressure switch so i thought the relay was the problem, which is was not ($50 down the drain, but we live and learn). Turns out fuse 17 (heater control) was blown. It's a 7.5amp fuse which I replaced. After about 10 minutes, that fuse blew.
Aside from the a/c switch, what else is on that circuit that could cause fuse 17 to blow?

The relay is there to open power from the AC Controller to the AC compressor clutch if the engine overheats. The AC controller DOES drive the AC compressor clutch and a bad clutch will blow fuse 17. Check the resistance of the wire going to the clutch to ground (unplug). If it is less then 3 ohms, you have problems.
