My car was repainted by the PO and there is over spray (red) on the side of the muffler, and it bugs me. Should I spray the muffler silver, black or leave it alone and wait until I have to replace the muffler with a new one.

Paint doesn't stick well to dirty surfaces, and I would have a had time understanding why the PO would have cleaned the muffler before taking it in to be painted. I'd try some rubbing compound or other cleaner first.
