Post timing belts whining

i had to replace the water pump. took the belts off and the rollers. replaced the water pump. called my nice and friendly local porsche dealership so they could put the belts back together, they told me they could only do the whole job (including the water pump, including hearing the car to make sure the valves are not bent) Sooo......i took it to "German Auto Center" witch was not really german but some auto shop, however they did a decent job of putting it together except that it whines alot!! Sounds like an airplane. Please reply and tell me how i could tension them

move the adjusters back to take tension off.
one has two pins the other requires a wrench.
