It is not abnormal for a belt to walk around a little on the pulleys. As said before, your set-up appears to be correct, with the belt not making contact with covers or riding off the edge of any pulleys/rollers.
I think you are psyching yourself out here. If you were causing any damage to the teeth of the belt, you'd be able to tell upon inspection.
My old engine did the same thing. The belt will ride where it wants to ride.
