Post Bad Tensioner?

Could my cam belt auto spring tensioner be bad? I can't get it to release far enough to
allow me to install the new timing belt.

This is my first time changing the belts, and can't figure why the belt should have to be literally pried into place. ANy tricks to gaining enough slack?

Belt is correct - rollers,etc are correct....
