It's got to be the horn relay right?
Okay - 1987 924s - Horn doesn't work when pressed....
1. Went to Horn Relay and jumpered the positive relay posts and horn worked
2. Connected test light to constant ground connector on relay and had ground
3. Connected test light to relay socket where horn press would create ground and had ground
So, it's got to be the horn relay right?
If so, where do I get one...I assume they aren't unobtainium

Couldn't tell ya if it's the relay or not, but it's cheap anyway...

I am not 100% sure the Generic relay on Pelican is the right relay for the 924S. Need some guidance from the 944 s1 or 924s crowd.
It really has to be the Horn Relay as each socket on the relay board is either Constant Power, Constant Ground, Switched Power (HONKS when jumped) or Switched Ground (Test lamp shows ground when horn wire is grounded on wheel).
The Porsche Dealer has an OEM relay for $30 which is crazy money for a generic relay if that is what will do it.

Turns out my steering column is not grounded. I temporarily made a loose but contacting copper wire circle around the steering column inside the cabin at the firewall. I attached the other end of the cable to a ground.
This is a SHORT TERM FIX only
Can someone point me to an image of the way the steering column is normally grounded out?
