If it continues to cycle when it shouldn't wouldn't it have to be the rotary switch? Like divil mentioned?
Seems like that's the only device in the system that could cause that. Possibly a contact in the headlight switch also.

Negative. Mine was the relay. Also, you could 'time it' with the switch to get them to stay down, but as soon as I cracked open and cleaned the relay, no problem in 6+ months.

Ugh. That sucks. Clarks has the procedure but it looks like an affair.
I usually just pull the relay or a headlight fuse and they'll stay down and I've been using the fogs as headlights for the time being. Interestingly enough I haven't been pulled over and I've passed several cops camping. Tonight I'm going to work on the headlight rotary switch mentioned, if it's not that I'm considering ripping everything out lol
Well it's not the rotary switch, took it apart and cleaned it. Honestly the motor looks rather new especially in the inside, didn't have any build up on it like at all. I assume it might be the light switch then? I have constant power at the plug.
Well note to self so far it's not a relay, the motor rotary switch nor a headlight **** switch... I'm going to look at the wires and then check the motor where the relay plugs in, I see some rust or something, hopefully just a contact issue there.
