Seems like that's the only device in the system that could cause that. Possibly a contact in the headlight switch also.

Good luck and let us know when you find it.
Negative. Mine was the relay. Also, you could 'time it' with the switch to get them to stay down, but as soon as I cracked open and cleaned the relay, no problem in 6+ months.

Cyclone:

Ugh. That sucks. Clarks has the procedure but it looks like an affair.

How do you make them stop when they're in the down position? Does pulling out the key stop them?

I usually just pull the relay or a headlight fuse and they'll stay down and I've been using the fogs as headlights for the time being. Interestingly enough I haven't been pulled over and I've passed several cops camping. Tonight I'm going to work on the headlight rotary switch mentioned, if it's not that I'm considering ripping everything out lol

Well it's not the rotary switch, took it apart and cleaned it. Honestly the motor looks rather new especially in the inside, didn't have any build up on it like at all. I assume it might be the light switch then? I have constant power at the plug.

I just ordered from Lart da King of Part another headlight switch so if this doesn't fix it then I dunno... Maybe I'll light it on fire!

Well note to self so far it's not a relay, the motor rotary switch nor a headlight **** switch... I'm going to look at the wires and then check the motor where the relay plugs in, I see some rust or something, hopefully just a contact issue there.

Cycling the switch to off again at the right time. For me it was the white relay on the headlight motor. Same exact symptom.

ah...different symptom then - turning the switch off is what causes the OP's headlights to go crazy in the first place.
