Default Balance shaft movement

On my spare N/A engine I am getting ready to stick in my car, there is in/out movement on both balance shafts. There is no belt on it now. Likely the bushing? http://www.pelicanparts.com/cgi-bin/...C%20Each%20%20

thats normal if the sprocket is removed, its normally restrained in its movement by the front sprocket.

Yup - completely normal without the collar in place and the pulley bolted on.
