Looks like it's used. Doesn't new old stock mean brand new in packaging from factory?

I'm confused. Is this a used shift boot, left over because it was replaced with a new one? If so, what was wrong with this one that required replacement with a new one? My shift boot has some slight damage at the top rear, at the seam. A small piece has folded back, about a 1/4" right triangle shape.
