Default Is this cylinder wall ok?

Recently purchased a short block.

Had it shipped to me today and was noticed this on the cylinder wall.

Is this bad news or ok? It doesnt catch a finger nail but it feels rougher.

I think it is just a stain but......

is it discoloration you can clean with a scotchbrite pad or is it exposed aluminum?

Its kinda hard to tell. The more I clean it - the smoother it gets. It feels like it is on top and not underneath as aluminum would be.
