Masking your Tires is the longest part of the job... Newpapers and painter's tape.
*Though I do have an Idea that I have yet to try: *
Put your whole wheel in a garbage bag;
Then Cut a tiny hole in the bag near the center of the rim;
Then stretch the hole and tuck under the lip where the Rim and Tire meet.
Sand the wheels with 600 grit sandpaper to rough up the surface and use Rubbing Alcohol to clean them.
Then Prime them, Follow directions for dry time.
and Paint! Use Light Coats. After dry you could use a polishing compound, But it really not important as there is no flat surfaces...
As for paint, I have always had great luck with Rust-o-leum "Stops Rust" it is a Very Hard enamel that resists Rock Chips, and Chemicals (Including Gasoline! I have painted a few motorcycles with it!)

p.s. I twisted the end of a Q-Tip into a point, and used that to carefully paint the Crest Red.
