broken head bolt

The other day taking my head apart for a head gasket job I broke one of the bead bolts. The bolt broke in way that I am not able to get a set of pliers around to grip it and pull it out. What is the best way for getting a bolt out that is flush with the surface, or a bolt that broke 1/4" into the threaded hole? Thanks fellas.

Which bolt is it? If you can take the head in to a machine shop or welding shop, they can weld a washer and nut to what remains, but it takes a skilled welder to do that without messing up the head, especially if it is down in the hole very far.

The bolt is broken flush with the surface of the block. I tried tapping it with a punch in the middle of the bolt, drilled out the length of the bolt, and put a bolt extractor (left handed thread) to try and twist it out. The extractor was just tearing the bolt like the drill bit was, crescent was just making the hole wider. I will just get a new (smaller diameter) bolt and thread the broken bolt/block

But. I did run into another problem while tensioning the t belt. While tightening the cam tensioner pulley, the belt was tensioned at about 15lbs. So I tighten the Pulley bolt and a 2-3 turns of the wrench the nut started spinning very easily, and stopped tightening the t-belt. The stud does not move with the nut. Can I put another 17mm bolt on there to tighten the belt, and hopefully move the stripped nut far enough to catch again. But, I will need to get this nut off the stud at some point. Try and saw it off?

E-Z-outs rarely work in my experience. What does this bolt do? I'd fix it right or you'll regret it later. Same for the tensioner, that is a very risky thing to try to half-***.

The broken bolt is one of the front bolts that hold the head on- it's the front left one near the coolant temp. Sensor.
The nut that I stripped tensions the timing belt and just spins on the stud and doesn't tighten the timing belt and results in a loose timing belt.
