Default E-brake stuck off

My first post here - I just picked up a beater $2k '86 951 this weekend, my first Porsche after a few BMWs. It's my new autocross "toy" (my 750Li can be fast and outran a couple NA 944s at a couple autocrosses last year but it's not really at home there) and I'll hopefully run some track days at Watkins Glen with it also. I'll do a proper introduction with pics later, and try to keep a running thread as I update it.

I'm sure there will be lots of small mechanical items to do along with the body work it needs but the immediate problem is that the e-brake handle doesn't move at all - it's stuck down in the off position. No amount of yanking or tugging with the release button depressed or not will make it move. While better than being stuck on, it needs to operate to pass NYS safety inspection in the next 10 days. I did search and found lots of help if it gets stuck up but nothing for this problem. I plan to tear into it tonight but any pointers or tips would be appreciated.

Sound like a frozen brake cable. Did the car sit for a while?

It sat for a while, possibly up to 3 years. Turns out not being a girly man was key to this, as with sustained pulling the brake applied. It needs to be forced back down just as hard, but the parking brake does indeed hold. Any secrets to freeing the brake cable?

Replace it.
