993 came with 16x7 and 16x9 rims as stock. 17" was optional from my understanding. they (16") should be a direct fit for late offset cars.

Please clarify "My front hubs are too long". Do the wheels fit on the hub but stick out too much ?
I bought a set of C2 wheels as well but I have not been able to try fitting them on my '86. I've been trying to locate 28mm spacers and the longer studs at a decent price. Your '87 has the 52mm offset they should fit without spacers.

This maybe a freak thing with my car. I'll try and describe what is happening. When I try to put the front wheels on they will not slide all the way on. The hub dimensions are bigger than the center of the wheel. The wheel depth thru the center also seems to
be thinner (the hub would stick out past the wheel if it would fit. I'm not sure of the size but I would guess a shim / spacer of 1/4" to 3/8" would correct the problem.
I thought these wheels would just slip on - no problem. Forgot I was working on a Porsche

I don't know if this will help you, but I have an '88 Turbo S and I recently bought a set of used 993 Targa wheels, 16x9s all around, that were only made one year, in 1995, and shipped as the standard wheel for the 993 Targa. However most 993 purchasers upgraded to the 17" wheels so there aren't too many 16s around from what I understand, and even fewer 16x9s in sets of 4! These wheels have 70mm offsets which poses somewhat of a problem for my car with 55mm offsets.
This is a description of the wheels I found followed by a pic from Wheel Enhancement:
"New design of pressure cast aluminum Cup wheels 7.0J x 16"ø front and 9.0J X 16"ø rear. Tires 205/55ZR16"ø front and 245/45ZR16"ø rear."
The part # on the wheels is 993.362.118.01.

Ok now for the spacer issue. I have the stock M030 suspension and my front coilovers rub the inside of the wheel without spacers, so I added longer front wheel studs and about 10mm of washer-type spacers to the fronts and it works great. I tried 28mm H&R DRM bolt-on spacers on the fronts but the wheels rub the front fenders under extreme moves. Note that the wheels rubbed slightly even though a run 2.5% negative camber on the front. I might've gotten away with a 21mm H&R bolt-on spacer with my negative camber, but it wouldn't have looked balanced with the rear wheel inset from the fender.
On the rears, I left the original studs and added a pair of 38mm H&R DRM spacers on the rears and the wheel fills out the fenders nicely. I run 1.8% negative camber on the rears.
Hope this helps...I love the wheels, very unique look, seem much lighter than my C4 wheels, and I have mounted 245/45 A032Rs all away around so I can rotate front to back.

Really appreciate your help guys. I'm going to confirm Skips 5mm dimension with some class 8 - 5/8" washers today.
