Default To Plug or not to plug? That is the ?

I noticed some holes in the rear hatch floor. Specifically in the bottom of the spare tire well and on each side of the 1/4 pannels behind the wheel wells. these appear to be drain holes. I was wondering if there are supposed to be plastic plugs in them or not? Looks like something that should be plugged to keep rainwater and stuff out. These are different than the ones where the drain tubes go for the hatch drains.

Yes, there are supposed to be some plugs in those in most cars - all of mine have had them.
