Default 924 ITB racecar no start

I have purchased a 1979 924 ITB race car with a no start issue. Upon the "as-is" purchase the car had no electrical or start functions. I found a few bad wires/connections and have starter, fuel pump and spark. I am getting fuel up to the fuel filter but uncertain to the fuel delivery because as much as I have attemted to start the car the plugs seem dry.The car also has a fuel pump rocker switch. I am uncertain as the actual fuel dist. functions. Every once in a while I'll get a few "burps" out of the exhaust pipe but no fire. Is there a fuel solenoid and/or shut off that might be malfunctioning? Any help would be great!
