Default Cooling Fan Resistor

My cooling fan does not come on when the engine it hot and the ignition is turned off. I am fairy certain the fan should run on hot days with the ignition off. If I shut the car off and leave the ignition on the fan runs, but stops as soon as I turn off the ignition. I am 95% sure this is signs of a bad slow speed fan resistor. I can not find my slow speed resistor. I looked under the dash by the fuse blocks, DME and also behind the glove compartment. I looked under the hood near the A/C blower fan but could not find it there either, any suggestions on where this resistor may be located, Pics would be helpful. It is a 1984.

The resistor is behind the dash (gauges), have to remove the steering wheel, dash to get at it.

Have you visually verified the fan isn't running under conditions you describe? They are much quieter in slow-mode.

Do you have to remove the turn signals and wiper control to get the early gauges out or just the steering wheel? I have checked multiple times to very it is not running with the ignition off.

i think it works better to remove the plastic suround and stalks when pulling the cluster. its not hard at all to pull them off.
