Default Windshield Wipers are Nuts

My windshield wipers decided to come on without my touching anything. They make about one pass every minute or two and go at seemingly random speeds when I switched the speeds and put it back in the off position. I just pulled the fuse to stop it. Any ideas?

The car is an '84 NA. I recently rebuilt the engine and cleaned up all the grounds while I was in there. Also recently put in 90/130's (with a rennbay harness) - if that matters.

Edit: Wiper relay fixed it.

wiper relay, and also pull the steering wheel and check the wiper switch. my car used to do this after i attached the steering wheel and column stuff on too tight.
