Confirm Diagnosis Please: Fan Switch?

I first want to say I only need 14 more posts after this and I get to be a senior user (versus a seņor user, which I already am).
Here is the problem: I get in my car in the morning, or after it has fully cooled down and start driving. The car gets warm enough to pop the thermostat and cut on both fans eventually, as usual, and drops down to a lower temperature. But, after it get to the lower temp, only one fan turns off, the other keeps running. Because of this the motor never warms up enough again to go through the whole thermostat open, both fans on cycle. Some may think that sound nifty snifty, but I don't think that is normal. Is the thermal fan switch failing?
By the way, the fan does turn off eventually when I shut off the car.

Hmmm, a bad relay is better than a bad thermal switch in my book. At least I won't have to drain the radiator down to replace it.
Is that a guess or are you pretty confident that is the solution. In other words have you seen this before. I like the diagnosis and would rather deal with a relay than that switch if I can.
