Default Is my BOV a vacuum leak?

I had a soapy bottle of water spraying around the engine bay looking for vacuum leaks tonight and sprayed right on the BOV and felt the engine idle decrease a bit and then catch back up. There's no leaks in the 2 hoses to the MAF and intercooler pipe nor is there one on the vacuum line - it clearly sucks in something when the water is applied right on the BOV. I took it off and blew into either end and there was no leak up top.

I'm using the Lindsey EVO - is this normal?
