Default Engine miss at all speeds

Been having trouble for some time now. Engine starts fine. Idles smoothly for several minutes, then after going closed loop, I get a miss (coughing) in the exhaust that sounds like a Harley. Not loud, but frequent "woofs" at all RPMs. Interestingly, this will clear up almost 100% under high electrical loads, such as when I have high beams on and 'full heat' defrost button pressed. Can this be an idle screw misadjustment causing the ICV to be out of synch? I also notice improvement if I jump B & C pins on the diagnostic plug. Thanks guys. BTW I put in a new ICV with no improvement.
